Phase 2 Storm Water Program Rule

The City of Choctaw, Oklahoma, is working to meet the requirements of the Phase 2 storm water program rule. By developing a strict storm water ordinance, implementing a storm water user fee, educating our citizens, and better tracking the generation and discharge locations of storm water, the City meets and fulfills this unfunded federal mandate, which sets certain requirements for the City to meet, including:

  • Apply for National Pollutant Discharge Elimination System (NPDES) permit coverage through the Oklahoma Department of Environmental Quality (DEQ)
  • Develop and implement the storm water management program using best management practices (BMPs), that include a minimum of six control measures
  • Develop an operation and maintenance program


To prevent the discharge of pollutants to storm water in the course of conducting all outside operations and maintenance work at the City of Choctaw.


Analyzing, inspecting, maintaining, and supporting the day-to-day operation of ditches, outfalls, storm sewer cleaning, storm sewer construction, and roadside ditch crews throughout the city.
